Additional Background

PBMs are primarily responsible for developing and maintaining formularies with health plans, contracting with pharmacies, negotiating discounts and rebates with drug manufacturers, and processing and paying prescription drug claims." PBM’s “save money” by negatively impacting out-of-pocket costs for patients, and the ability of pharmacists to serve their patients.  Meanwhile PBMs are continuing to drive pharmacies out of business through the use of “clawback” fees, paying pharmacies less than what it costs to buy medication, steering patients to their preferred mail-order or big box pharmacy and other unfair business practices.

What You Can Do Now

As an NCAP member there is a role that ONLY YOU can play.  No one can take your place. Please take a few minutes to reach out to policy makers.  If you do, we can be sure of success in 2021.

  • Educate yourself further on the issue by reviewing the information found under the “MORE INFO” button on the home page

  • While policy makers are sympathetic to the plight of pharmacies, PBM”s have deep pockets and make large contributions to legislators.  We need to keep our position fresh in their minds.  Between now and the convening of the Legislature in January 2021, please send a short letter to your own legislators signaling your support licensing PBM’s in North Carolina.

  • NCAP has developed materials that you can provide to your patients to help educate them on the ways that PBM’s negatively impact the choices they can make about their own healthcare and how PBM’s actually drive up the costs of their medications.  Go to the “More Information” button on the main page to access these and other useful information.
